About Welfare India
Welfare of the all beings in all spheres- both material and spiritual is the aim of “Welfare India”. It aims at total transformation of both individual and the society. Keeping this in mind Welfare India was established by few likeminded persons in 1989, which succeeded its legal status after registration under Societies Registration Act XXI, 1860 on 11th December, 1999. The Founder Member of the Organization Late Pradeep Kr Jha and Nawlesh Kumar Singh is a grass root social worker having comprehensive understanding of the problems of common masses. Its Office is located at Paltan Tola, Sirsa, near Manrega Bhawan, Katihar-854106. Welfare India has sound infrastructure with 7 member team of Executive Committee which guides policy and monitor progress from time to time. It has also a battery of dedicated, committed and experienced human resources apart from volunteers, who plan, implement, monitor and follow up the programmes and activities in the field for the benefit of the beneficiaries. Welfare India has been confidently trying to build dynamic, vigilant and assertive community through integrated development endeavors. The organization has been working all over Bihar through various thematic networks like Campaign Against Child Labour (CACL).

Objectives of Welfare India
- To eradicate poverty, inequality, exploitation, injustice, ignorance, superstition and untouchability.
- To develop and uplift poor mass specially women, children through education for having positive philosophy of life.

Popular programs of the organisation:
Welfare India has been incessantly working on Women and Child Welfare and on issues impeding the realization of the rights of women and children since its inception. All through our operations we have been keeping on addressing discriminations and violence inflicted upon women and children at its core of the intervention. The organization has been working on health, education, skill development and rights issues of women and children. The organization has developed a clear perspective if women and children are not free from intimidation and violence and if children continue to be employed or doing unpaid work, they are less likely to develop their capacities and bloom as a full grown and contributing citizen. This would further be rapping them in the cycle of poverty.
Addressing child labor has been heart of the organization’s operations. Millions of Indian girls and boys are going to work every day in quarries and factories, or selling cigarettes on the street. The majority of these children are between 12 and 17 years old and work up to 16 hours a day to help their families make ends meet. Majority of the girl children thus engaged are trapped in early marriages, gender-based violence, forced marriages and trafficking.
The organization has been actively working in Bihar with the support of various UN, INGOs and Government organization including UNICEF, Childline India Foundation Mumbai, FVTRS, National Council for Sindhi Language Ministry of Human Resource Development (MHRD) GoI to name a few. The organization with the support of Childline India Foundation in 2014 onwards has implemented Childline Programme in four blocks respectively Barsoi, Balrampur, Kadawa and AzamNagar of Barsoi sub division of Katihar district through CHILDLINE Sub-Centre. Main aim of this project is to co-operate the Child in need of Care and Protection through toll-free No 1098. It has been actively associated with Railway Childline through UNICEF. Under this program COVID related messages were spread with the help of Railway Announcement System and Loud speaker; on railway platforms as well as in public places announcements were made with regards to, use of mask, washing of hands and disposal of used mask. During the most difficult times our volunteers visited different public places and demonstrated measures to be taken for the prevention of COVID-19 infection with the help of banners, posters and sloganeering.
Major Activities conducted in the last three years
Campaigns to raise awareness about child labour and education –The CACL Bihar Chapter actively participated in the 44-day campaign against child labour from April 30th to June 12th, organizing key activities to raise awareness and advocate for child rights. A public Child Manifesto was prepared and shared with political parties and candidates via email, followed by direct engagement with candidates to prioritize child rights in their agendas. Activities included Prabhat Feri awareness rallies to mobilize communities and a proposed virtual meeting focusing on the elimination of child labour, fostering meaningful dialogue and action for a child labour-free Bihar.

Prabhat Feri : Awareness Rally
Proposed virtual meeting for elimination of child labour
CACL Rohtas District, in collaboration with the Jan Adhikar Foundation and the Department of Labour Resources, Government of Bihar, organized an awareness seminar and rally under the “Child Labour Eradication Campaign” on 24th June 2024 in Akodhi Gola, Rohtas District. The event, chaired by Mr. Sujit Kumar, Secretary of Jan Adhikar Foundation, featured key speakers, including Mr. Ranjan Kumar (Labour Enforcement Officer), Mr. Deepak Kumar (Block Project Manager, Jeevika), and Mr. Arvind Kumar (Program Leader, Piramal Foundation), who emphasized collective efforts by stakeholders to eradicate child labour and uphold children’s rights. With active participation from 40 individuals, including youth and CACL members, the rally spread the message, “Food, play, education, – every child’s right,” reinforcing the mission for a child-labour-free Bihar.

CACL Rohtas, in collaboration with Jan Adhikar Foundation, organized a Painting and Drawing Competition at the Kushal Yuva Program Center in Akodhi Gola, Rohtas. Students creatively depicted themes such as environmental conservation, water preservation, education, child labour eradication, and health under the theme “Positive thoughts lead to positive actions.” The event, coordinated by Learner Facilitator Ritika Raj and guided by Mr. Sujit Kumar, Secretary of Jan Adhikar Foundation, inspired positivity and meaningful reflection among participants. Observers included Mr. Birendra Sagar (CACL), Mr. Umesh Kumar (RTE Forum), and Mr. Ramkeshi Ram (Headmaster, Government Primary School Pyarepur).

The Vijeta Group, formed by the Center Direct organization in 2018, is an active platform for children rescued from bangle factories in Jaipur and other cities, now operating in six blocks of Gaya, Jehanabad, and Patna with 122 members. Through monthly meetings, members address challenges, engage with officials, and participate in state- and district-level child protection initiatives. The group advocates against child labour through cycle rallies, memorandum submissions, and participation in the Gram Panchayat Development Plan (GPDP). Their efforts have led to the declaration of 13 child-friendly panchayats in Gaya and secured a 15 lakh INR budget for children’s welfare. They actively contribute to campaigns like “Campaign Against Child Labour,” meet with key officials, and push for education, skill training, and residential support for rescued children, aiming to make Gaya district child labour-free.
CACL Bihar Newsletter– CACL Bihar published its newsletter, highlighting key activities, campaigns, and achievements in the fight against child labour across the state. The newsletter serves as a platform to share best practices, updates, and inspire collaborative action.
CACL Bihar organized two consultations during the India Social Forum in Patna.
Relevance of Child-Friendly Panchayat towards Child Labour-Free Bihar/India: This consultation focused on promoting the concept of child-friendly panchayats as a cornerstone for eradicating child labour. Discussions highlighted the need for community-led governance structures prioritizing education, protection, and welfare of children, ensuring a safe and nurturing environment at the grassroots level.
Child Labour System Abolition, Prevention, and Rehabilitation Bill: The second consultation delved into the proposed legislative framework for abolishing child labor, preventing its occurrence, and rehabilitating affected children. Participants discussed strategies to strengthen legal mechanisms, address gaps in current laws, and ensure holistic support systems for children and their families.
The process is going on for one youth representation in CACL Bihar.
Currently, over 55 Civil Society Organizations (CSOs) are members of the CACL Bihar Chapter, collectively working to address child labour and promote child rights at the grassroots level.

State Consultation of CACL Bihar on “The Issue of Convergence among Government Department to develop “Child Friendly Village”
The State Consultation of CACL Bihar on “The Issue of Convergence Among Government Departments to Develop ‘Child Friendly Villages'” saw the active participation of over 55 members, including representatives from various government departments, BSCPCR members, CWC, JJB board members, CACL National Convenor, CACL State Members, and local CSOs. The consultation aimed to bring together key stakeholders to discuss the importance of collaboration among government departments in creating a child-friendly environment in rural areas. The objective was to strengthen the convergence of policies and resources for child welfare, improve access to education, healthcare, and protection services, and ensure the active participation of children and communities in decision-making processes. The impact of the consultation was the fostering of a multi-stakeholder approach to address issues related to child rights, with increased awareness and commitment from government and civil society organizations to develop inclusive, child-friendly villages.
